Hahaha, that isn't "most estimations". That's taking 19.32 and dividing by 2. The thing is, you start the first 100m with a speed of 0 and lose a couple more hundredths to reaction time. The second 100m you are already moving along fast and there is no reaction either. His first 100m in his world record 200m run was 10.13. Yes he had to take a corner in that, but that is still a far cry from 9.66.
